Visitor Passes

Information on Installation Passes

All overseas guests requesting a short term visitor laissez passer from any USFK installation must have a valid clearing status. Sponsors can go a re-create of their guest immigration condition from Hello Korea, https://www.hikorea.go.kr/pt/main_en.pt.

The post-obit provisions apply to all visiting personnel:
• Escorted visitors must be signed onto the installation past an private (sponsor) who is properly registered in DBIDS and is authorized escort privileges.

• Visitors must be processed onto the installation at an authorized Access Control Indicate (ACP) Visitor Control Center (VCC) or the pedestrian walk-thru ACP and exist escorted at all times while on the installation.

• Escorted company passes are valid for 96 hours and accept unlimited in and out privileges through any ACP. The escort (sponsor) must either re-register or de-annals their visitor from DBIDS at the ACP where they initially candy the company pass prior to its expiration.

• The Garrison Commander may have action in cases where visitors are left uncontrolled/unescorted by their sponsor. At a minimum, the sponsor who signed the visitor onto the installation will lose his/her escort privileges for a period non less than 30 days.

Visitors, Installation Access for Individuals not registered in DBIDS

Requirements for newcomers to proceeds initial admission to the installation

The post-obit provisions apply to all newly arrived personnel who possess a valid DOD Identification Menu:
• All personnel who possess a valid DOD ID card (east.yard. Active Duty, DOD Civilian, Dependent ID, Retiree ID, reservist ID, (* not contractors) present an boosted form of photo ID (passport is recommended) forth with assignment orders or TDY orders to exist granted access to the installation.

NOTE:
In cases where an individual requires access to the installation for the purpose of obtaining DOD identification at the Pass/ID/DEERS function, Bldg. 6400; then the individual (*not contractors) must present a valid passport along with their assignment orders, TDY orders, or letter of employment to be granted unescorted access.

Contractors arriving with or without DOD identification must coordinate with their organizational sponsor to facilitate their access onto the installation for the purpose of obtaining a CAC menu or registering in DBIDS. Contractors must have a valid 700-nineteen to be registered in DBIDS.

Visitors, Installation Access for Designated Country Personnel (DCP)

Designated Countries are those of counterintelligence concern to USFK in that they may accept policies or engage in activities contrary to the interests of the U.s.. In order to accost potential security issues resulting from uncontrolled/unmonitored access to our installation by citizens of designated countries, the access control policy for DCP's is enforced every bit follows:

Step i. USFK personnel desiring to sponsor persons from designated countries must submit a Designated Country Personnel Access Request memorandum through their Chain of Control to the organization's LTC/O5 equivalent/ commander.

Step 2. Submit the approved unit-level DCP access request to the Pass & ID department located at Maude Hall (One Stop), BLDG 6400, RM G101 for further processing. Hours of operation are Monday-Fri, 0900-1600, closed for lunch 1130-1300, airtight on weekends, U.S and Korean holidays and USFK grooming holidays. The post-obit procedures apply to DCP access requests

• Submit the DCP access request memorandum 60 days prior to the scheduled visit to allow for Installation processing. USFK requires 45 days to process DCP requests.

• If applicable, attach a legible re-create of the DCP's passport photograph page and ROK immigration visa (e.g. appointment of entry into the ROK, clearing visa status, and visa expiration date).

• If applicable, a translated copy of union certificate.

• If applicable, a copy of approved USFK Form 164 (Written report and Document of Marriage).

Step three. The Laissez passer/ID Department submits the DCP access request memorandum thru the Installation Commander to USFK Provost Align (FKPM-South) and USFK J2 for the USFK Deputy Chief of Staff's approval.

Stride 4. The sponsor is notified telephonically of when the DCP access memorandum is approved/disapproved.

• Sponsors may pick up the canonical access memorandum from the Pass & ID section, Maude Hall, BLDG 6400, RM G101, and be authorized to escort their DCP visitor onto the installation.

• In instances where the DCP and the sponsor are already married, the sponsor may escort the DCP family fellow member to the ID carte issuing facility to obtain a DOD Dependent ID Menu provided they present the post-obit documentation:

• DCP Passport with valid ROK clearing visa.

• Translated union certificate.

• Copy of approved USFK Form 164 (Written report and Document of Marriage).

• Marriage Certificate

Notation:
DCP family members are not granted visitor escort privileges in DBIDS until their sponsor obtains certification from his/her organization security director that all pertinent DCP personal information has candy through USFK J2.

Visitors, 96 60 minutes Escorted Pass

Agile Duty Armed forces, DOD civilian employees or DOD contractors (SOFA Status personnel) assigned to USFK installations and properly registered in DBIDS may escort visitors onto the installation.

Pace ane. Sign the visitor onto the installation.

• IAW USFK Regulation 190-7, visitors being escorted onto the installation must be signed on by an individual (Sponsor) who is properly registered in DBIDS and authorized escort privileges.

• Escorted personnel must present and or surrender ane of the following documents to visitor center security personnel for verification of identity and in exchange for an escorted visitor pass:

Korean Nationals/U.S Citizens: An official ROK Regime ID Card begetting a photo (e.g. Kid Bill of fare, Korean National Police Agency ID Card, ROK Armed services ID, ROK Ministry of National Defense ID, or Korean passport), Country ID Carte du jour or Land Driver's License.

Annotation:
Visiting Korean Nationals may also use their driver licenses as a valid form of identity and nationality provided the seventh number is a 1, two, 3, or four. Any Korean driver licenses that has a number other than ane, two, iii, or iv in the 7th position cannot be accepted equally verification of identity or nationality for visiting personnel as these commuter's licenses are issued to non-Korean personnel.

Non-Korean Nationals/Non U.S Citizens: Must nowadays a valid passport for the purpose of verifying the visitor's nationality and immigration condition (e.g. Date of entry into the ROK, valid immigration visa or ROK registration menu, and expiration date). Later security personnel tape passport data, the passport is returned to the visitor who must then surrender some other (different) valid class of photo ID in exchange for the company's pass.

NOTE:
If the company possesses no other form of valid photo ID, the sponsor may surrender his/her valid photo ID in exchange for the visitor's pass. The sponsor may NOT surrender their personal DOD Military/U.S. Government issued ID card for this purpose.

Step two. Escort visitor onto the installation. Visitor must exist escorted at all times while on the installation. The escorted pass gives the guest unlimited entry and exit privileges during the 96 hour period through any ACP.

Step 3. Sign the company off the installation (De-annals company from DBIDS). The escort (sponsor) must either re-register or de-annals their visitor from DBIDS at the ACP where they initially in processed prior to the visitor pass expiration time.

Visitors, Family unit members arriving from out of country (Brusque Term Visitor's Laissez passer)

Visiting family members and friends of Active Duty Armed forces, DOD civilian employees or DOD contractors (SOFA Status personnel) assigned to USFK installations may receive an installation pass valid for up to 90 consecutive days which grants unescorted admission to the installation.

Footstep ane. Complete USFK Form 81-East, Application for Private-Sponsored Installation Admission Laissez passer for visiting family unit members or friends.

• You must make full-in the visitor's information in blocks #i-15. The sponsor listed in block xiv.a. must sign cake #sixteen.

• Provide the full Social Security Number (SSN) for United states Citizens/Permanent Residents; attach a re-create of your company's passport photo page to the application for non United states of america Citizens and Korean Identification Number (KID) for Korean Nationals.

• Submit applications for short term visitor'south passes requesting two installations (USAG Humphreys and Yongsan), EUSA or USFK wide access, 60 business days prior to your visitor's arrival date.

• Submit completed USFK Form 81-E applications to the Pass & ID section located in Maude Hall (One Terminate) BLDG 6400, RM G101 or the Dongchang‐ri VCC Pass & ID department. Hours of performance for both sections are Monday-Fri, 0900-1600, airtight for tiffin 1130-1300, airtight on weekends, U.S and Korean holidays and USFK training holidays.

• DBIDS personnel will review all 81-Eastward prior to accepting them for processing.

• The Pass & ID department will submit 81-E Applications for Installation/Base of operations Passes to the Garrison Commander for blessing.

Step 3. Sponsor notification.

• The sponsor listed in block fourteen.a. is notified telephonically of when the 81-E pass application is approved/disapproved. Run into above for processing timeline.

Step 4. Effect Installation Pass.

If the visiting family unit member/friend arrives USAG Humphreys outside normal DBIDS/Laissez passer &ID business organisation hours (weekends, extended holidays, preparation holidays), The VCCs can issue the visiting family members/friends a 96 hour escorted visitor's pass.

• Visit the Pass & ID section located in Maude Hall (One Stop) BLDG 6400, RM G101 or the Dongchang‐ri VCC Laissez passer & ID section, to be issued the Installation Pass. Hours of operation for both sections are MON-Fri, 0900-1600, closed for lunch 1130-1300, closed on weekends, U.S and Korean holidays and USFK grooming holidays.

• The visitor must nowadays their passport with ROK immigration stamp in social club to exist issued the Installation Base of operations Pass. The passport is returned to the visitor.

• The Pass is issued with an expiration date that coincides with information on the approved 81E or the expiration of the ROK Visa (which e'er comes get-go).

NOTE: These steps apply to a vehicle, motorcycle or moped that yous shipped into country, purchased from War machine Auto Sales or an off postal service dealer.

NOTE: If you lot have shipped a Van or Truck or purchased a vehicle from an off mail service dealer, you will accept to go to the downtown Pyeongtaek DMV to consummate your vehicle registration. So you will have to apply for temporary plates to drive the vehicle off the installation.

Annotation: Temporary plates are not required as long as the vehicle remains on USAG Humphreys and the registration process is completed inside 2 business days. During this time, the vehicle must be parked in the overflow/overnight parking lot behind the commissary or at an on post residence. If the vehicle does non pass the rubber inspection and needs to become off mail service to be repaired, you lot will have to employ for temporary plates.

• Vehicle Championship or previous registration as proof of ownership.

• Import/customs shipping documents (Vehicle aircraft forms) and the electronic mail from the VPC confirming the vehicle is scheduled for pickup.

• Valid DOD Identification (CAC, Armed services ID).

• Military Orders (Active Duty); Letter of Employment (DOD Civilians); Letter of accreditation and current 700-19 (Contractors).

• USFK Course 31EK-Eastward (Application for Registration of USFK Privately Owned Vehicle). 31EK-E may be obtained from the DBIDS & Vehicle Registration Office located in BLDG 6400, RM G101, Maude Hall (One-Finish) or the Pyeongtaek VDMV. Hours of performance are Mon-Fri 9 a.yard. to 4 p.m., closed for lunch xi:30 a.m. to 1 p.m. Pyeongtaek DMV hours of operation on base are 9 a.m. to 4 p.m.; off base of operations are ix a.m. to 6 p.thou., Monday-Fri. Both on post offices are airtight for lunch from 11:30 a.m. to one p.one thousand. and on weekends, US and Korean Holidays and USFK preparation holidays.

• Permit For Temporary Plates - this is a ROK Form that may also be obtained from the DBIDS & Vehicle Registration Office or Pyeongtaek DMV.

NOTE: Registration must exist completed with the Area Vehicle Registration office within 10 days after purchasing, receiving from port, or delivered in firm hold goods shipment, or otherwise legally acquired.

• All motorcycles/mopeds regardless of size of Cubic Centimeters (CC's) must be registered at the Surface area VRO. All motorcycles/mopeds are issued a ROK license plate and issued a USFK vehicle access decal. Mopeds are two-wheeled motorized vehicles with an engine size of 49cc or less. Mopeds and motorcycles are required to brandish license plates. All rules regarding the functioning of motorcycles also apply to mopeds.

• A motorbike endorsement on a valid driver'due south license is required for registration. In order to obtain a motorbike endorsement on an issued USFK Form 134EK, all personnel must accept a valid motorcycle operator'south license or motorcycle endorsement issued by the civil regime of a country or past a U.Southward. Country or territory of the U.s.a.. Additionally, military personnel must as well show proof of completion of a Motorbike Safety Foundation (MSF) course or Deputy Under-Secretary of Defense (DUSD) (I&E) endorsed, Land-approved, curriculum for motorcycle operator's prophylactic grooming.

• Any motorcycle/moped registration beyond the 2nd POV must be processed as an exception to policy.

Stride 2. Prior to picking-up the vehicle from the Vehicle Processing Heart (VPC):

• Take all documents to the Pyeongtaek DMV, BLDG 6400, RM G101, Maude Hall (1-Finish) to receive temporary license plates if returning to a different expanse (i,800 WON for temporary license plates), (Road Map to DMV off mail service is available)

• Bring temporary license plates and all documents to the USAG Humphreys Vehicle Registration Office, , BLDG 6400, RM G101, Maude Hall (1-Stop). Request a USFK Form 192EK (Temporary Vehicle Pass) if needed.

• Schedule an appointment to pick-upwards vehicle at USAG Humphreys (VPC).

NOTE: On a example by case, vehicles are sometimes picked-up from the Pusan or Incheon ports. In this issue, contact the Vehicle Registration part at DSN 757-4001 for more information.

Pace iii. ROK vehicle registration (Gyeongi-Do Provence, Pyeongtaek Urban center)

• Later vehicle is picked-up obtain a USFK vehicle prophylactic inspection if the vehicle is more than than two years old of industry date or within 30 days of registering the vehicle. Vehicle safety inspections are conducted at the USAG Humphreys Auto Craft Shop.

• Personnel can so return to Pyeongtaek DMV with all documents listed in Step 1 to a higher place (including safety inspection if applicative) and the temporary license plates (if applied for) to receive permanent (steel) license plates (12,800 WON).

• The Korean Registration Form and steel license plates are issued at the Pyeongtaek DMV.

Note: Personnel have ten (10) days after issue of temporary plates to obtain permanent registration with Pyeongtaek. If temporary license plates are not returned, or the vehicle is not registered within 10 days, a fine may be imposed ranging from 50,000 WON to 100,000 WON.

NOTE: Personnel have ten (10) days to accept the motorcycle registered after purchasing, receiving from port, or delivered in firm hold appurtenances shipment, or otherwise legally acquired. Vehicles that are not registered within x days may acquire fines ranging from 50,000 WON to 100,000 WON.

Step 4. (Final Footstep) USFK Safety Sticker application (Registering vehicle for access to USFK installations)

• After receiving permanent license plates and Korean Vehicle Registration, personnel then report to the USAG-H vehicle registration part for terminal vehicle registration in DBIDS, USFK Safety Decal application, and issuance of USFK Form 207 (USFK Registration and Certificate of Title).

• Vehicle registration in DBIDS coincides with sponsor's DEROS.

• Vehicle registration in ROK is the Sponsor's responsibility. Dependents are not authorized vehicle registration.

• Agile Duty and GS Noncombatant Employees must present a valid USFK 134EK earlier the USFK vehicle registration decal is issued (DBIDS registration). Contractors present a valid ROK Driver's license or International operators permit.

NOTE: License plates will be firmly mounted to the front and rear of the vehicle and volition not exist bent, trimmed, or altered in any fashion except equally necessary to fairly attach them to the vehicle. License plates will be affixed to the vehicle in the expanse provided by the manufacturer. No other decal fashioned in the form of a license plate may be displayed on the vehicle. POV's and NTV (Non-Tactical Vehicle)'s are required to take both front and rear license plates. Note: SOFA member vehicle registration volition occur at the Area VRO where the SOFA member is assigned. SOFA member vehicle registration may likewise occur at the Surface area VRO where the family members are assigned or are funded to reside, if family housing is not available in the Area where SOFA member is assigned.

Vehicle Registration, Purchasing/selling existing SOFA vehicles within the ROK (possessor transfer)

Pre-transaction (buy/sell) criteria:

• USFK Safety Inspection (valid inside 30 days). Obtain a USFK vehicle safety inspection if the vehicle is two or more than years old of manufacture date. Vehicle safety inspections are conducted at the USAG Humphreys Automobile Arts and crafts Store, building 2080.

• USFK Form 20-East (Bill of Sale) valid for 10 days of transaction.

• USFK Form 32EK-E (Awarding for Counterfoil of USFK Privately Owned Vehicle).

BUYER:

Both on mail offices are closed for lunch from 11:30 a.grand. to 1 p.thousand. and on weekends, US and Korean Holidays and USFK grooming holidays.

Step 2. Transfer the vehicle registration between two SOFA members (buy/sell):

• Take all documents to the Pyeongtaek DMV to acquit transaction (Road Map to DMV).

Footstep iii. (Final Step) USFK Rubber Sticker application (Registering vehicle for admission to USFK installations:

• Coordinate/schedule to take the vehicle shipped out of country at the Transportation Office, at Building 6400, Maude Hall (One Stop), on the 2nd floor or telephone call DSN: 753-8557, or contact the Vehicle Processing Center (VPC) located on USAG Humphreys Building P7040, to schedule an appointment at DSN: 756-8700.

Annotation: The Pyeongtaek Metropolis Section of Motor Vehicles (DMV) requires confirmation that the vehicle is scheduled for and approved for consign before they accept applications to deregister a SOFA POV.

• Although not a required step, it is highly encouraged that personnel who conceptualize they may have outstanding ROK traffic fines (tickets) can make an enquiry about their traffic ticket status at the USAG Humphreys DBIDS and Vehicle Registration Office and coordinate to accept them cleared/paid. DBIDS & Vehicle Registration Part located in BLDG 6400, RM G101, Maude Hall (One-Cease) or the Pyeongtaek DMV. Hours of operation are Monday-Friday ix a.m. to 4 p.m. Pyeongtaek DMV hours of operation on base are 9 a.1000. to four p.chiliad.; off base are nine a.m. to 6 p.m., Mon-Fri. Both on mail offices are airtight for lunch from 11:30 a.m. to 1 p.chiliad. and on weekends, US and Korean Holidays and USFK grooming holidays.

NOTE: SOFA POV owners having delinquent traffic citations (Tickets) will accept the discipline malversation noted in the remarks section of their DBIDS record. The DMV volition not process requests for deregistration until traffic fines
are settled.

Step two. Get together the documents required for deregistration and obtain ROK Temporary License plates and Registration Form.

Both on postal service offices are closed for lunch from xi:xxx a.grand. to 1 p.grand. and on weekends, Us and Korean Holidays and USFK grooming holidays.

• Permit For Temporary Plates; this is a ROK Grade that may exist obtained from the DBIDS & Vehicle Registration Role or Pyeongtaek DMV.

NOTE: Both deregistration, and applying for temporary plates must be completed at the same time (Toll; ii,900 WON, DMV merely accepts WON.)

Footstep 3. Accept all documents to the Pyeongtaek DMV to receive ROK Temporary License Plates and Registration Form.

• The DMV will process USFK Form 32EK-E (Awarding for Cancellation of USFK POV Registration) for deregistration of the vehicle. Maintain a copy of the completed 32EK-Eastward as confirmation of deregistration. The cancelled USFK registration course is required to out-process the DBIDS Office.

• Submit Permit for Temporary Plates (ROK document) to obtain Temporary License Plates.

• Aforementioned as permanent steel license plates, ROK Temporary License Plates (Wooden type) must be permanently mounted to the vehicle front end and back.

Footstep 4. Accept the vehicle to USAG Humphreys VPC for processing/turn-in.

• Ensure the ROK Temporary License Plates are removed before turning over the vehicle to VPC operators for aircraft.

• Obtain a receipt that the vehicle is candy for shipping out of country.

• ROK fines range from 50,000 to one,000,000 if the vehicle is not turned in at the VPC for shipping before temp plates expire (10 days).

Footstep 5. Return the ROK Temporary License Plates and clear the DBIDS Office at USAG Humphreys.

• After vehicle is turned over to the VPC for shipping, render the Temporary License Plates to the DMV in Pyeongtaek or to DBIDS & Vehicle Registration Office located in BLDG 6400, RM G101, Maude Hall (I-Stop) or the Pyeongtaek DMV. Hours of operation are Mon-Fri 9 a.m. to 4 p.m. Pyeongtaek DMV hours of performance on base are 9 a.m. to 4 p.m.; off base are ix a.thousand. to 6 p.k., Mon-Fri. Both on post offices are closed for lunch from 11:30 a.m. to 1 p.g. and on weekends, Usa and Korean Holidays and USFK training holidays.

• Turning in the ROK Temporary License Plates can be conducted at the time of out processing the DBIDS/Pass & ID Part. The DBIDS Part will cancel USFK Grade 207 (USFK Registration) at the time of out-processing.

Annotation:
The USAG Humphreys DBIDS/Vehicle Registration Part maintains CANCELLED USFK Registration documents for one (1) twelvemonth afterward PCS.

E-6 and beneath POV Request

Non-Command sponsored Service members in the course of Eastward-6 and beneath may be granted an exception to policy (ETP) to own and annals a Privately Owned Vehicle (POV) by the start O-6 in their chain of command and the responsible O-6 Surface area Commander. Bicycles, Personal Transportation Devices (PTDs), and Play Vehicles

7-1. Bicycles

a. General. Bicycles are classified nether the category of 'Vehicle' according to Korean Law and are required to comply with road traffic regulations that govern motor vehicles. The establishment of bicycle lanes, an expansion of bicycle facilities and other agile efforts by local organizations are expected to farther increase the apply of bicycles.

b. Personal Transportation Devices are powered two or three wheeled vehicles designed to send personnel but not registered equally motor vehicles, motorcycles, or motor scooters. Korean constabulary mandates PTD must comply with the road and traffic regulations that govern motor vehicles.

c. Operators of PTDs should utilise extreme circumspection when operating around other motor vehicles. Operators will use bicycle trails and lanes when they are available.

d. Traffic laws utilize to persons operating or riding a PTD while on a public roadway, street, bicycle path or any correct-of-fashion under USFK jurisdiction.
